New dawn maybe witnessed if Florence Mutua sponsored bill go through

Law makers are in the process of coming up with legislation that may bring new dawn in cases of rape, sexual assault and other related perverts behaviors.

Unwelcome sexual advances, requests for sexual favors, – verbal or physical, sodomy, rape and defilement could earn the culprit serious punishment for the offense if the bill sponsored by Busia women representative Florence Mutua sees light in the male dominant parliament.

The amendment bill now expands the meaning of indecent act as it appears in the Sexual Offences Act to include an unlawful intentional act which causes any contact between any part of the body of a person with the genital organs of another but does not include an act that causes penetration.

Indecent act will also include exposure or display of any genital organs or pornographic material to any person against his or her will.

Apart from proposing special police wing to handle sexual harassment related cases, the legislation also recommends hefty punishment looks lustfully at the opposite gender with up to five years jail term given to the offender.

These propositions come few days after a Machakos woman, a 27-year-old Jackline Mwende was attacked by her husband and chopped her hands, allegedly for not having children.
