Court Orders Kisumu City Manager to Present Himself to EACC

The Milimani Anti-Corruption Court has directed Kisumu County City Manager, Michael Abala Wanga, to present himself before the Ethics and Anti-Corruption Commission (EACC) on 26th November 2025 for processing and the recording of a cautionary statement ahead of his impending arraignment.

Chief Magistrate Harrison Barasa issued the order following an application by the prosecution, which confirmed that the Director of Public Prosecutions (DPP) has approved multiple charges against Wanga.

The City Manager is expected to appear before the Anti-Corruption Court on 2nd December 2025 for plea-taking.

According to the prosecution, he faces allegations of forging and altering official documents, including a letter dated 10th June 2024, purportedly inviting him to the CLEAN Air Forum in Lagos, Nigeria.

“Wanga is accused of forging and altering official documents, including a letter dated 10th of June 2024, purportedly inviting him to the CLEAN Air Forum in Lagos, Nigeria. The DPP informed the court that the altered document was used to justify excess facilitation payments from the Kisumu County Government,” stated the ODPP.

The court was further told that on 19th June 2024, Wanga allegedly uttered the forged invitation letter, purportedly from the University of Lagos, which facilitated the fraudulent acquisition of KSh 283,402.50.

Beyond the forged travel documentation, the DPP has brought additional charges against Wanga, including the fraudulent acquisition of KSh 8,701,091 in public funds.

He is also accused of forging a Kenya Certificate of Secondary Education (KCSE) certificate alleged to have been issued by the Kenya National Examinations Council (KNEC) and presenting it as valid.

Lead prosecutor Abdisalam Bore reaffirmed the DPP’s commitment to safeguarding public resources and ensuring accountability as the case proceeds.
