Gabriel Oguda, 4 Others Appointed to Oversee Implementation of UDA-ODM 10-Point Agenda, NADCO Report

President William Ruto and  Former Prime Minister Raila Odinga have announced the formation of a five-member committee tasked with overseeing the implementation of the 10-Point Agenda of the National Dialogue Committee (NADCO).

This committee will be chaired by Agnes Zani, with Fatuma Ibrahim, Kevin Kiarie, Gabriel Oguda, and Javas Bigambo serving as members.

Additionally, a Joint Secretariat, co-led by Executive Secretaries from both UDA and ODM, has been established to support the committee’s operations.

“The Committee will be fully funded and facilitated by both UDA and ODM,” read the joint statement from Ruto and Raila.

The committee’s mandate includes conducting inclusive and extensive consultations with the public and relevant stakeholders, such as government arms, government departments, independent commissions, civil society organizations, religious institutions, and the private sector.

This approach aims to ensure that diverse perspectives inform the implementation of the Memorandum of Understanding (MoU) and address the needs and aspirations of all Kenyans.

“The Committee will commence its work immediately and will submit progress reports to the Principals every two months and to a joint Kenya Kwanza-ODM Parliamentary Group quarterly,” read the joint statement in part.

The inaugural meeting of this Parliamentary Group is scheduled for August 18, 2025.

The United Democratic Alliance (UDA) and the Orange Democratic Movement (ODM) entered into a Memorandum of Understanding (MoU) on March 7, 2025, outlining a comprehensive 10-Point Agenda aimed at fostering national unity and inclusive prosperity.

President Ruto and former Prime Minister Raila Odinga, leaders of UDA and ODM, respectively, agreed to establish a broad framework for cooperation and collaboration among various political parties and key stakeholders.

The MoU aims to address longstanding challenges to national unity and development through key commitments.

These include the full implementation of the NADCO Report, inclusivity in all spheres of public life, protection and strengthening of devolution, promotion of youth livelihoods, adherence to leadership and integrity standards, upholding the right to peaceful assembly as enshrined in Article 37 of the Constitution of Kenya, compensation for victims of protests and riots, management of national debt, combating corruption, curbing wastage of public resources, promoting government efficiency and safeguarding the sovereignty of the people, the rule of law and constitutionalism.

A final comprehensive report detailing the status of the MoU’s implementation will be released to the public on March 7, 2026, marking the first anniversary of its signing.
