MCAs from Garissa on Wednesday started the process to remove their speaker Ibrahim Ahmed Abass.
Led by Maalimin MCA Mohamud Aden,the mover of the motion together with the 36 mCAs who have signed the petition accused the speaker of gross violation of the constitution.
Addressing the press outside the chambers, Aden who read the statement on hehalf of his colleagues said that they have served the clerk to the assembly who will in turn notify the speaker of their intention to impeach him.
“Today the 1Ith May 2021, we the undersigned Members of County Assembly have officially filed a notice of motion by way of impeachment in accordance with Constitution of Kenya 2010 Article 73, 75, 178, 201, 232, The Section 7 of County Government (Amendment) act 2020, section 21 (5)(c) of the elections,” read the statement.
The MCas also accused the speaker of Incompetence and Gross misconduct saying that he had resorted to run the house like a ‘kiosk’ in total disregard of the house procedures.
Dadaab M,CA Mohamed Abdi said while reassuring members of the public that services in the house will not disrupted said that the motion wwas not about clan or polticis.
“We would like to assure members of the public and the executive wing of the Government, that there will be no service hindrance as we execute the legislative process.
We want to assure members of the public that this petion is not driven malice but purely professional and ethics governing the day today running of the house,”said Abdi.
According to their times, they expect to table the motion on Tuesday next week at the expiry of the seven-day notice. however the MCAs rasied concerns over their security on the material day noting that there are plans by the speaker’s sympathizers to disrupt the exercise.
“We are calling on the security agencies to ensure that this does not happen. we are merely dpoing our job and we expect the secutity agencies to do the same,”he said.
Efforts to reach the speaker failed as he declined to pick his calls.
According to house procedures, after the motion, the speaker will be given ten days to respond to accusations. this can done either by him availing himself or through his lawyer[s].
This is not the first time the speaker is facing an impeachment motion. early last a section of MCAs started the impeachment process, it however flopped after failing to ganer enough numbers.
