The Government has intensified its national response to alcohol and drug abuse following a high-level multi-agency meeting chaired to fast-track the implementation of commitments outlined in the New Year Address.
The meeting brought together key institutions involved in prevention, enforcement, treatment and rehabilitation, underscoring the Government’s resolve to address substance abuse as a public health, social, and national security priority.
Speaking during the meeting, President William Ruto noted that the relevant framework will be finalised to strengthen coordination and accountability across government agencies.
“The relevant legal framework will be finalised to strengthen coordination and accountability across government as additional officers are being deployed to the Anti-Narcotics Unit, with the requisite training and logistical support,” he said.
To enhance enforcement capacity, additional officers are being deployed to the Anti-Narcotics Unit, supported by targeted training and improved logistical resources.
Additionally, the Government will establish rehabilitation centres in all 47 counties.

These efforts will be complemented by strengthened rehabilitation services within national referral hospitals to expand access to specialised care.
Further, the Social Health Authority will enhance health cover for treatment and recovery, easing the financial burden on individuals and families affected by substance use disorders and supporting long-term reintegration into society.
To disrupt drug trafficking networks and organised crime, multi-agency border teams will be deployed at five key entry points.
The Government reaffirmed its commitment to a whole-of-government approach that integrates prevention, enforcement, treatment and recovery.
