Health CS Barasa Reaffirms Kenya’s Commitment to HIV Response amid U.S. Aid Pause

Cabinet Secretary for Health, Dr. Deborah Mlongo Barasa, has reiterated the Ministry’s dedication to maintaining Kenya’s HIV response, notwithstanding the challenges posed by U.S. Executive Order 14169, which enforces a 90-day suspension of foreign development assistance.

During a High-Level Consultative Meeting with the Council of Governors, the National Assembly, the Senate, and various partners, Dr. Barasa highlighted the importance of developing localized solutions. She was accompanied by the Principal Secretary for Medical Services, Mr. Harry Kimtai, the Director General for Health, and other senior officials from the ministry.

“Kenya has made remarkable progress in the fight against HIV, with ART coverage increasing from 41% in 2013 to 97% in 2023. While international partnerships have been instrumental, it is now time to accelerate our transition towards a self-sustaining health system,” she stated.

Dr. Barasa emphasized the necessity for county governments to enhance their financial support for HIV initiatives via the Facilities Improvement Fund (FIF) and urged Parliament to give precedence to budget allocations for the health sector.

“The time to act is now. Strengthening domestic health financing will ensure long-term resilience,” she said.

Dr. Barasa also reassured stakeholders that the Ministry has been in continuous dialogue with the U.S. Government through bilateral discussions with the Charge d’Affaires to gain insights into the Executive Order and to advocate for prior notification regarding future actions.

“Kenya’s HIV response remains strong and resilient,” the CS affirmed.

The CS for Health further urged for calm, unity, and collective action to protect Kenya’s progress.
