Medical Service PS Dr. Oluga Sets Bold Vision for UHC Success

Principal Secretary for Medical Services, Dr. Ouma Oluga, has issued a clarion call to health sector leaders and staff to deliver real and measurable outcomes in the ongoing implementation of Universal Health Coverage (UHC), urging teams to restore public trust through results, integrity and discipline.

Speaking during a strategic engagement with the Directorate of Policy, Digital Health and Innovations, Dr. Oluga emphasized the centrality of rebuilding confidence in Kenya’s health institutions as the Ministry of Health leads national reforms.

“Our work must restore order to the health sector, promote the health of our people, reduce the burden of disease, and lower mortality rates,” Dr. Oluga stated.

“UHC implementation must be seamless and impactful to regain public confidence,” he remarked.

Dr. Oluga stressed the importance of collective responsibility, a shift in institutional mindset, and a strong performance ethic in driving long-term health outcomes.

He challenged staff to remain purpose-driven, results-oriented, and aligned with Kenya’s broader health transformation agenda.

“What you do must outlive you. The work of the State Department of Medical Services does not exist in isolation. It must align with the broader Ministry agenda. It is essential that we deliver the full mandate of this State Department and work together to achieve our collective goals,” added Dr.Oluga.

The PS called for the reorganization of systems to support high-impact, scalable interventions. He encouraged innovation, cross-departmental collaboration, and a prioritization of policies that yield tangible public health gains.

Dr. Oluga reaffirmed his open-door policy, highlighting the need for a culture of honesty, discipline, and strategic alignment.

He urged health professionals to go beyond titles and embrace the mandate of building trust and delivering health services with excellence.
