The Senator of Makueni Hon. Dan Maanzo has filed a Censure Motion against President William Ruto and it has been received by the Clerk of the Senate.
On a notice of Motion at the Senate proceedings, on the conduct of the President of the Republic of Kenya and Commander In Chief of the Kenya Defence Forces Senator Maanzo stated that aware that, article 260 of the COK categorizes the President as a state officer whose conduct and behaviour shall abide by provisions of Articles 73, 75, 77 if the COK and the general leadership and integrity’s code for the state officers contained in the leadership and integrity Act CAP 185C of the Laws of Kenya.
“Further aware that, Pursuant to Article 131(1)(e) (2) (c) (d) the President is the symbol of National Unity and shall promote and enhance the unity of the Nation, shall promote respect for the diversity of the people and communities of Kenya,” read the notice of motion.
“Concerned that Article (25) (a) (c) provides for rights and fundamental freedoms which cannot be limited; the right to freedom from torture and cruel inhuman treatment or degrading treatment or punishment, right to fair trial.”
“Concerned that HE. Dr. William Ruto, President of the Republic of Kenya and CIC is the head of state and government under Article 131 and the chairperson of the National Security Council have failed to protect Kenyans against Police Brutality and killings and have reduced the allocation to counties and delayed financing to devolved units causing untold suffering to Kenyans who are sick by failing to devolve Health and Agriculture fully as required by Schedule (4) four of the constitution,” added the notice of motion.
Makueni Senator has expressed further concern regarding the alleged constitutional violations by President William Ruto, the President of the Republic of Kenya.
These breaches have marginalized certain groups within the Kenyan population and have exacerbated tensions among various segments of society.
This situation has arisen from inadequate public participation in matters related to SHIF, SHA, the university education fee model, affordable housing, and the leasing of JKIA Airport.
Hon. Dan Maanzo said that following standing order 101 (1), the senate has conveyed its dissatisfaction and disappointment regarding the actions of His Excellency Dr. William Ruto in his capacity as the President of Kenya and formally censures him.
