Trio Charged Over Forged Government Stamps, Title Deeds & Documents

Three men, including a government official, were arraigned at the Milimani Law Courts to face a raft of criminal charges involving the forgery of official stamps, possession of counterfeit title deeds and unlawful possession of government-issued documents.

The Director of Public Prosecutions (DPP) has levelled 18 charges against Livingstone Ambani Munala, Leonard Clifford Wafula and Paul Muigai Kimani following a sting operation that uncovered a suspected forgery syndicate operating within Nairobi.

Mr. Munala, who faces 13 of the 18 charges, was accused of being the central figure in the operation.

According to the prosecution led by Norah Achieng, he was found on March 28, 2025, at a residence along Desai Road in Starehe Sub-County, in possession of instruments capable of replicating official stamp impressions belonging to land registrars.

“Prosecution told court on the 28th of March 2025, at a residence along Desai Road in Starehe Sub-County, Nairobi, Mr. Munala was found in possession of instruments capable of producing stamp impressions in the names of a number of land officials specifically I.R Jeptanui-439, C.S Maina-235, V. Njane-478, Mochonge O. Nicholas-014, A.W Mararia-271 and C.N Kituyi-215 purporting them to be genuine stamps of land registrars and administrators,” stated the ODPP.

In addition to the forged stamps, Mr. Munala is accused of fabricating two fake title deeds with serial numbers 29131 and 3894792, falsely presenting them as legitimate documents produced by the Government Printer.

Authorities also recovered blank land title forms, receipts, nine green cards with serial number (L) 298 from the State Department for Lands, and other materials suspected to be public stores stolen or illegally acquired.

Leonard Clifford Wafula, an employee at the Government Printer, was charged with unlawful possession of public stores after police allegedly found him with an International Certificate of Vaccination issued by the Ministry of Health at his Umoja residence.

Paul Muigai Kimani was similarly charged after two file covers belonging to the Directorate of Criminal Investigations (DCI) were found in his possession.

All three suspects denied the charges before Senior Principal Magistrate Benmark Ekhumbi. Mr. Munala was granted a bond of Ksh. 3 million, while Mr. Wafula and Mr. Kimani were each released on a Ksh. 600,000 bond.
