Two Kakamega Civil Registration Officials Arrested for Soliciting Bribes in EACC

The Ethics and Anti-Corruption Commission (EACC) arrested two officials from the Kakamega Civil Registration Department on Tuesday, April 15th, 2025, for allegedly soliciting and receiving bribes from applicants seeking civil registration documents.

The suspects, Mr. Boniface Mukaisi Mutsunga, the Civil Registrar stationed at the Kakamega Huduma Centre and Amos Kiplangat Yegon, a Civil Registration Officer, were apprehended after they allegedly demanded bribes to expedite the processing of birth certificates.

Investigators believe that the payments, which were funneled through a privately-operated M-Pesa Till Number, point to a well-organized bribery syndicate operating within the department.

“Mr. Boniface Mukaisi Mutsunga, the Civil Registrar stationed at the Kakamega Huduma Centre, and Amos Kiplangat Yegon, a Civil Registration Officer are alleged to solicit for bribes to expediate service delivery. It is further alleged that the bribes paid are funneled through a privately-operated M-pesa Till Number, pointing to a coordinated bribery syndicate,” explained the EACC.

At the time of their arrest, the two officials had just received Ksh 2,500 from a citizen in exchange for facilitating the processing of a birth certificate.

The EACC swiftly detained the suspects at Bungoma Police Station and will continue the investigation at its Western Regional Offices in Bungoma.

The EACC has ramped up efforts to target corruption at service delivery points across the country.
