Authorities have detained a religious leader, identified as Rev. Richard Macharia Njuguna of the African Independent Pentecostal Church of Africa (AIPCA), for allegedly deceiving an Ethiopian refugee with a fake promise of Kenyan citizenship.
The arrest took place on June 11,2025 morning at a hotel in Ruiru, following a detailed probe initiated after the victim reported the incident to local police.The suspect, operating under a false identity as an immigration official, convinced the refugee to pay a substantial sum over several months.
“Between December 2024 and February 2025, the suspect fraudulently obtained over Sh3 million by misrepresenting himself as an ATPU officer capable of securing citizenship,” stated a DCI spokesperson.
A subsequent search of Njuguna’s home and car uncovered forged documents and stamps from various government offices, including Chief Magistrate in Nairobi, Kenya Immigration Officer at JKIA, Immigration Control in Busia, the Embassy of the Republic of Kenya in Somalia, and the Ministry of Lands Head Office.
The case has stunned the local community, with many questioning the integrity of religious figures.
“We are committed to rooting out such deceitful practices,” the spokesperson added, emphasizing the Directorate of Criminal Investigations’ resolve.
Njuguna is currently held pending court proceedings, while the confiscated materials serve as key evidence.
This incident sheds light on the vulnerability of refugees to exploitation and has prompted calls for stricter oversight of fraudulent schemes. Unlike recent political engagements with AIPCA, this arrest highlights a darker side of institutional trust.
Community leaders are urging authorities to ensure the victim receives support.
As investigations continue, the focus remains on uncovering the full network behind the scam. The refugee, now seeking remedy, hopes for a swift resolution.
