Ex Samburu Governor, 9 Others Convicted Over Abuse Of Office

Former Samburu Governor Moses Kasaine Lenolkulal, along with eight former County Chief Officers and a businessman, were convicted today by a Nairobi Anti-Corruption Court on charges of Conflict of Interest, Unlawful Acquisition of Public Property, and Abuse of Office.

“Former Samburu Governor Moses Kasaine Lenolkulal, along with eight former County Chief Officers and a businessman, were convicted today by a Nairobi Anti-Corruption Court for Conflict of Interest, Unlawful Acquisition of Public Property, and Abuse of Office,” stated the Office of The Director of Public Prosecutions (ODDP) on X.

Chief Magistrate Thomas Nzyioka determined that the prosecution, through eleven witnesses, presented substantial evidence against the accused.

Lenokulal and businessman Hesbon Jack Wachira were found guilty of unlawfully acquiring Ksh. 83,345,255 in public property, an offence they committed between March 27, 2015, and March 25, 2019, within Samburu County.

In addition, the former governor was convicted of Conflict of Interest, as the court established that, during his tenure as the Samburu County Governor and sole proprietor of Oryx Services Station, Lenokulal had a vested interest in contracts between his business and the Samburu County Government for fuel supply.

The eight individuals convicted alongside the former governor include; Stephen Siringa Letinina, County Secretary, Daniel Nakuo Lenolkirina, Chief Officer of Finance, Josephine Naamo Lenasalia, Chief Officer of Environment & Natural Resources, Health Services & Sanitation, and Tourism, Trade, and Cooperatives, Reuben Marumben Lemunyete, Chief Officer of Agriculture, Livestock, and Fisheries, Linus Milton Lenolngenje, Paul Lolmingani, Chief Officer of Transport and Public Works, Benard Ltarasi Lesurmat, Chief Officer of Lands, Housing, and Urban Development and Lilian Balanga, Chief Officer of Gender, Culture, Social Services and Deputy Director of Education.

They were convicted of Abuse of Office under Section 46, as read with Section 48(1) of the Anti-Corruption and Economic Crimes Act, 2003.

Following the conviction, the prosecution led by Alex Akula, Wesley Nyamache, Delroy Mwasaru, and Rebecca Wangusi requested the cancellation of the bond terms for the convicts.

The court granted this request, ordering that the individuals be remanded in custody until sentencing, which is scheduled for tomorrow.
