Chama Cha Mashinani (CCM) party leader Isaac Ruto who is also former Bomet governor Isaac Ruto has called for the establishment of Loans and Grants Council.
Ruto accused the national government for over-borrowing, saying any borrowing must be agreed on by the two levels of government.
The former council of governors’ chair who was speaking in Kericho said no one should go and borrow loans on behalf of Kenyans without consent, adding that it is unfair that even the unborn will pay for the loans.
He said during his tenure at the council of governors, he pushed for the address of the issue of over-borrowing which is wrong and need to be addressed.
