Lawmakers Probe New Health Tariff Rules in Parliament

Health Cabinet Secretary Hon. Aden Duale appeared before the National Assembly Committee on Delegated Legislation to discuss the Social Health Insurance (Tariffs for Healthcare Services) Regulations, 2025.

The session, chaired by Ainabkoi MP Hon. Samuel Chepkonga at Bunge Towers, Nairobi, focused on the rollout of Legal Notice No. 56 of 2025.

CS Duale outlined the structure of the Social Health Authority’s three key health funds:

Primary Health Care Fund – Supports disease prevention and health education at the community level.

Social Health Insurance Fund – Covers routine medical services and essential care.

Emergency, Chronic and Critical Illnesses Fund – Targets high-cost medical needs and long-term illnesses.

Duale also explained that means testing during registration would ensure that vulnerable Kenyans receive government support based on income and assets. The CS highlighted the Lipa SHA Pole Pole initiative, allowing contributions in instalments and a proposed shift from monthly to annual payments.

“We remain fully committed to good governance, transparency, and robust public participation in the formulation of statutory instruments, in line with the Statutory Instruments Act,” he added.

Duale was accompanied by Principal Secretary for Medical Services Dr. Ouma Oluga, Director General Dr. Patrick Amoth and SHA CEO Dr. Mercy Mwangangi.
