Proposed National Elections Mediation Framework

The civil society is relentlessly pushing for the inclusive dialogue in a bid to end the IEBC stalemate in the country. The Kura Yangu Sauti Yangu movement spearheaded by like-minded civil societies with an aim of minimizing risks related to a dysfunctional electoral systems and practices today pointed out how crucial dialogue is if the country is to have free and fair elections come 2017.However they said the dialogue has to be all inclusive and be done in a critically systematic manner, as they presented a proposed national elections mediation framework for the 2017 elections.

Yesterday the country witnessed yet another Monday of anti-IEBC protests across some counties with Nairobi recording peaceful protests as compared to other towns. Two people died in Kisumu with at least 20 others sustaining injuries. It is for this reason that civil society outfit Kura Yangu Sauti Yangu movement came out today reiterating the importance of dialogue if the 2017 elections are to happen.

And as part of supporting national dialogue on the 2017 elections, Kura Yangu Sauti Yangu presented a national elections mediation framework which proposed 3 stages in the dialogue process.

The first stage, which is the pre-dialogue process, stakeholders will come together and agree on the mediation arrangement in terms of agendas for the process, who will participate and rules of the procedure.

The second stage is the dialogue stage where stakeholders will formally adopt mediation agenda, adopt the rules and procedure and deliberate on the agenda of the national electoral dialogue.

The third and last stage, which is the post dialogue stage will consist of reporting on the national electoral dialogue, implementation of the need resolutions and the assessment of pre-election environment.

This comes after protests were halted last week which also saw opposition principals visit state-house .The opposition has now given an ultimatum of two weeks for talks to be initiated failure to which they will hold their demonstrations twice weekly.
